Non-Standard Service Applications

Non-standard service applications are applications for multiple water meters or for multiple water users through a single master meter. It is the policy of TRSUD to discourage multiple water users through a single master meter.

Requests for multiple water meters are typically associated with potential multiple lot subdivisions. For multiple lot subdivisions, TRSUD is responsible for providing a water supply to the addition. However, the developer of the subdivision is responsible at their cost for providing necessary water and/or sewer infrastructure to provide water and/or sewer service within the subdivision AND to provide at their cost any additional water and/or sewer facilities necessary to provide service to the subdivision, typically referred to as off-site improvements. An example of such an additional facility would be the construction of a new water main, beginning at some point distant from the subdivision to the entrance into the subdivision, in order to provide additional water flow to meet the needs of future residents of the subdivision.

TRSUD requires developers to define the number of new water and/or sewer services that they desire and where those new services will be located through an application for non-standard service.

In order to determine the ability of the TRSUD water and sewer systems to provide service to a potential development, TRSUD requires that a developer pay the actual cost for an engineering study that determines system capabilities and defines any additional facilities which may be needed to provide service. Upon completion of the engineering study, the developer is required to do the following:

1. Define subdivision layouts, including lot dimensions, public access, public utilities, and so forth.

2. Obtain the review and approval of all regulatory bodies relating to the subdivision, including TRSUD, the City of Longview (for all subdivision which are within the 3 mile extraterritorial jurisdiction of the City, Gregg County, Harrison County, the Texas Department of Transportation, or others as may be appropriate.

3. Prepare construction plans for improvements to serve the subdivision, including any off-site improvements.

4. Pay to TRSUD a fee for each desired water service to reserve water service for each lot the capital contribution.

5. Construct the necessary improvements.

6. Pay to TRSUD the costs for any engineering needed by TRSUD and for construction review and administration performed by TRSUD.
